manga counterpart, if that's all right; it just simplifies things.
Personality: There are a lot of unknowns about the Doctor, but what's certain is that he is extremely self-assured and confident. This can manifest as feigned politeness; he's got no need to posture when he knows how far outclassed someone is.
To be fair, it's not unwarranted. He sits as second-in-command to the Harbingers and is said to have strength rivaling the gods. His research outstrips that of his colleagues by orders of magnitude. The only thing that got him to falter was a moment of uncertainty, a gamble he was not prepared to take.
Dottore's clones all have their own individual personalities; the one we meet in-game, the Omega segment, is far less prone to outbursts than his manga counterparts are. He is selfish and more than willing to put others in danger if it serves his purpose. He can be charming, in a way, but underneath it all he's a shark - ruthless and entirely impersonal.

didn't he do? Murder, human experimentation, and (nonsexual) grooming at the
very least.
manipulate/mansplain/manslaughterPowers / Abilities: It is honestly unclear what specific powers make him 'powerful enough to rival the gods.' While he's here I'm going to translate that to 'supernatural strength and stamina' if that's all right. He's proficient with claymores, and there is of course his quick thinking and intelligence.
